Hi there, Paul! I'm with Katrin – more information is needed. I just
noticed that the staff login page for our testing installation (22.11)
needed a tweak, and the change took effect immediately and without a
restart of Apache. That field has content like this:

First thing I notice is that you write about changing the OPAC, but
StaffLoginInstructions is for the login page of the staff interface.
Are you on a version where this is a HTML customization or a system
