I've installed fr-FR with no problems.
es-E & fr-FR are shown in opac & admin interfaces.
I've removed and reinstalled es-ES and got same error.
I can change the ui language between all three languages with no problem

these all point out issues in the Spanish translation files. Most of the
time number of %s placeholders is not matching up between original and
translation.
I am not sure if any Spanish translators have had a look at these yet?
To be able to install, you could try fixing them locally
Have you taken a backup file of your old days?

I think / assume that this should work if you do all the upgrade steps from 18
to 22.
