The faulty line is pcbnew/pad_edition_functions.cpp:113, it resets the
offset settings. The question is: is it intended or just a mistake?

Today I was design a part and found a important bug on the pcbnew. If you
export settings from one pad and apply using new pad settings to other pad
the offset and clearance value isn't applied.
