Actually, developing it as a plug-in looks like a better idea, since the
KiCad codebase is really huge and not easy to get in the first sight.
I'm not sure about the plugin manager, though. I guess my experience
with KiCad won't be enough for that :)

also we have to keep the sync with schematic design and VisualPlace

With apologies for the shameless plug: we use VisualPlace to manage the
pick-&-place files and the bill-of-materials. VisualPlace links to an
inventory database for stock and ordering. VisualPlace is developed by us.
It is free, but not open source.

Yep. It's about optionally placed components and their variant based
values. Using a separate application could also do the job but I believe
in "one information source", which is in this case the Eeschema file. In
Altium you can edit the placement option visually and also edit (or bulk
edit) t
Just as a note, you might be able to handle that in the BOM scripts,
which IIRC can read abritrary parameters from the schematic symbols.
