I've tracked it down to the following conditions:
* glm includes commit 68c7e7e50 (e.g. 0.9.9.3)
* C++11 (before is OK, C++14 is OK)
* The define GLM_FORCE_PURE is set (KiCad does this in xv3d_types.h)
I've filed a bug upstream at glm [1].
