Public bug reported:
Connecting the Dell USB-C HDMI/LAN/VGA/USB adapter to my XPS 9360
doesn’t quite work: I could not get my monitor to display a picture at
all, regardless of which resolution I tried.
A quick search on the internet revealed this patch:

I suspect this is entropy related, i.e. something in the entropy
handling changed which causes things that use random numbers during the
boot to slow down. The snapd team is also affected by this bug (snapd
startup during boot became slow but when people press keys, move mouse
things get better).
** Summary changed:
- Boot delays with 4.15.0-24 based kernels
+ Boot delays with 4.15.0-24 based kernels in cloud

Is there a fix for the bcmwl package? I see that the broadcom-sta seems
to have had a fix but I can't see mention of bcmwl? Or am I missing

I think I am experiencing the same issue. Upgrade to Ubuntu 18.04 failed.
Startup does not complete and screen sequences through: blank, startup console
output and corrupt/uninitialised screen with lots of colours.
Log in almost impossible on other console as screen switches back.
Managed to log i

Applied fix as per Melissa Rice's post above and working fine on 16.04
on 4.15.0-29 kernel. Many thanks to all involved, it was getting tedious
to have to boot into the old kernel repeatedly.

@Kai-Heng your latest kernel completely breaks the network using r8169
for me. The system sort of manages to complete startup but fails to
attach an address to the network card. This is accompanied with lots of
console output similar to this

Thanks for the new kernel build. I installed it, but unfortunately, I
still can’t get a picture on the external HDMI with this build either :(
