In my case, the /initrd.img and /vmlinuz symlinks were broken - pointing
to nonexistent files. Correcting those symlinks by hand (and validating
the grub.conf) allowed apt-get install -f to repair itself.
This is a bug, and I'm not sure about the root cause, but that was my
fix.

The Linux kernel seems to have an issue with my on-board networking
adapter and the ACPI of my computer.
On doing some research this seems to be a very old and somewhat common
bug that no one has ever done anything about.
This bug results in two things:

drivers results in a serial flash that is read only in Intel Broadwell
and Haswell machines with serial flashes with SPI_NOR_HAS_LOCK set.
Symptoms:
* BIOS settings cannot be saved
