I added a plucky task just because P is still on 6.12 so technically
we'd need to pull this into 6.12. However, if Plucky rolls to 6.13 soon
that will not be necessary since this is in mainline at 6.13.

Per the discussion for that patch, the warning is just a warning and
while it is probably elevated higher than it should be (the patch only
seems to downgrade it to a DEBUG level message) it is innocuous.

largely passable even on noisy networks absent issues with drivers or
firmware causing performance issues. In most cases, devices hit 95+
percent so 80 is typically a low bar to meet, but we do occasionally hit

We put some time into this but the patches necessary for this do not
cleanly pick into 6.8. As this is a cosmetic issue that is only meant
to change the logging level for certain messages from ERR to WARN, we're
