I think we will continue to build/ship linux-firmware package in the
archive for s390x.
However, I think we want to drop the dependencies from src:linux-meta on
s390x such that linux-firmware is not pulled-in or installed by default.

rootfs image, which is well, not going to happen, as it is not rootfs
image but early,early2,main(lz4 compat) initramfs.
I wonder if kernel is tripping up on such mixed compression initrd.
However, it still boots fine. So thi
also we have wrong / non-matching lrm modules in the pool seed.

I also wonder, if we can stop using initrds on s390x. In most public
clouds we build kernel config to include the storage modules, such that
we can simply boot direct to rootfs without an initrd. This speeds up
the boot process quite a bit.

+ Similar results started to happen with new linux-hwe kernel based on
+ eoan for 18.04.4 release.
Test Case:
1. Boot eoan desktop to a live session
2. Wait a couple of minutes until snapd settles
3. Reboot
This is an improvement!
Previously, during that time period the whole display (at least on
laptops) would be powered off and people saw a temporary backlight
flicker.
With this in place we might be able to to implement a flickerfree boot!
