I found the bug in all the 4.11 and 4.10, but not 4.12rc1 or 4.12rc4.
NOTE - @Jochen - I dont see the FIFO underrun error while running the

Kernel 4.12rc1 and rc4 are both fine in terms of the bug and seem to run
very smoothly, but the 4.11rc1, 4.11.1, 4.11.3 all show the bug (and I
have seen them crash HARD, not just screen glitches).
I havent yet gone back through 4.10 yet to find the first 'bad' ke
The bug is still confirmed and not fixed for linux-raspi2 (Ubuntu), 5
months after getting fixed for the main Ubuntu.
Shouldn't this have some priority? Even apt upgrade breaks if I don't
use the clear cache workaround. I can live with it (cron job to clear
cache) but this is not great for LTS.

Kernel 4.13.2 working ok for me, run for an hour without issue so far.
Will report back after more testing.
I hope 4.13 kernels will work well, they will be in the Ubuntu 17.10
series and it would be nice to get back off the mainline kernels!

I am hitting this same issue with an Asus E402MA with Intel N3540
running Ubuntu 16.04.
Setting intel_idle.max_cstate=1 does not help (confirmed it's active in
kernel log), so there could be two different bugs there.
I have two ways in which the bug can be trivially and immediately reproduced:
1)
I fixed one of the issues I described above by reinstalling Ubuntu with
a swap. Originally I installed it without a swap, with the rationale
that this tiny laptop has only 32GB SSD, which is very little. I
determined that vswapd was killing the CPU, that's why the mouse cursor
was moving so slowly.

I have been working on this for two days now, and it seems that i slowly have
made things worse as time has gone on. I had all of the problems stated (boot
hang, blaring fan, white noise), but have found solutions to a few of them, and
have information that could help pinpoint the oth

boots (the 10% of the time I got it). recovery mode I have full use.

In short, nouveau is making ubuntu freeze, so we're booting around it
and choosing nvidia drivers to run after full install.

standard protocol. I have the same message on Ubuntu Mate 16.04 LTS

recovery mode on reboot. The dpkg repair option got me up and running
