upd. So, on Ubuntu 22.10, it utilizes C-States lower than C3, BUT! It
utilizes them only if the laptop itself is started without the charger
(reboot doesn't do that job). If the condition isn't met, it won't go
lower than C3. Don't know if it's useful, but I am going to write this
one down here.

Here is what I was able to collect running Ubuntu from external USB HDD.

I can not install another version of Ubuntu on my laptop, because it

Christopher, I've installed the latest mainline kernel
(4.9.3-040903-generic #201701120631) and performed quick stress testing.
At the moment everything works fine, but as me and nico mentioned, this
bug is not always reproducable even on the kernels where it definitely
exists. I will work on this
