This looks like it is an issue for devices with mixed core types (e.g.
Intel p- and e- cores in 12th and 13th gen).
There's a patch floating around to address it:

I have an asus vivobook pro15 with mt7921e running kernel 6.2.0-39-generic.
I tried all possible solutions over time, nothing worked. Today, I found
