removing /lib/systemd/system-generators/s390-cpi-vars Seems to help. (this
seems to be an ubuntu specific extension).
We just need to move this functionality (adding ubuntu and the version) into
the common cpi handling.

We have a watcher that does the following:
- verifies if any linux-azure kernels have been published in proposed repo.
- if it detects one, it will install.
The problem we have is that even though we detect a new kernel in proposed, the
installation of it will fail as there

Sam, can this be retested, I think we were getting into dirty page write
amplification because of using vfat on a tmpfs backing store file. I've
reworked the test now to use bog standard vfat on a loopbacked file.
