The bug is still present in 16.04.1 LTS. The BIOS settings don't
influence the behavior: ASPM on or off. It is a bug in the kernel.

I'm experiencing this bug when attempting to install Linux Mint 17.3 64 bit,
Ubuntu 14.04 LTS 64 bit and Debian 8.7.1 64 bit. The issue does not arise when
installing the 32 bit versions.
