I found package which is the source of the problem!
Problem appears after upgrading network-manager package
0.9.4.0-0ubuntu4.2 to 0.9.4.0-0ubuntu4.3
So it seems to be not kernel bug, but it is a bug of the network-
manager!
Next step is to find out which changes were made to the network-manager
Tested now in Ubuntu 14. The bug is not present there.
So the fix will be - either backport network manager from Ubutnu 14 or
downgrade network-manager from 0.9.4.0-0ubuntu4.3 to 0.9.4.0-0ubuntu4.2.
Please ask me if you need additional tests or more information.

looks like I got lucky once, but the next time I tried it with upstream

After a fresh install of Ubuntu 12.04 Precise Pangolin 64-bit, my laptop
fails to suspend. When I hit the suspend key, the screen goes blank and
the CPU fan ramps up to maximum. But the laptop does not ever suspend,
it just sits there with the fan whirring
I did run the command already, all it does is: "start: Job is already
running: apport", nothing else happens when I crash it. At most, it asks if
the error should be reported and uploaded - I say continue, and nothing

Hi. My OS is Kubuntu 10.04 x64 and my notebook - Dell Vostro 1000.
I have some problem with power supply (Power Devil in KDE).
After rebooting my processor work at 1/2 power ( 900 MHz)
in dinamic mode with power adapter, but
No longer affects me because I have sold the laptop that was affected.
With my current laptop and Ubuntu 13.10, I cannot reproduce this issue.
