I don't think a BIOS update to my laptop is necessary to see if a
*monitor's* integrated webcam will function properly :-)

Daniel - Generally when the boot drops into BusyBox it is because the
kernel cannot find a root file system, or there are bad drives in an
mdadm RAID set, or other disk failures. Are there _any_ messages

I started a bisect between v3.10 final and v3.11-rc1. The bisect will
required about 10 test kernels.
I built the first kernel, which is up to commit:

I've reported separate bug #1218429 (casper-bottom/14locales should check if
locale isn't already generated)
It seems command /usr/sbin/locale-gen , used in 14locales script, should detect
that en_US .UTF-8 is already generated, but doesn't detect during startup of
live system and generates alr

I'll send this patch upstream and also request it for the stable
kernels. I'll include a SRU request for Raring as well.

Tim: AnAkin is correct, it's disabled by default and must be called at
boot time.
You should also enable multiple kernel compression modules - lz4 is
beter for most swaploads than gzip (less CPU consumed)
Currrently only gzip is used:
CONFIG_KERNEL_GZIP=y

this still happens with everything up to 3.8.0-27
