After the latest apt upgrade all the issues magically disappeared. I have no
idea what fixed it, but there have been 2 kernel updates and several packages
related to gps and ntp.

FYI the linux-modules-extra package is already installed.
Switching kernels is a PITA as this is a headless machine and I need to
find an unused monitor and keyboard.
But I would recommend that you not do anything more at this time with
this bug as there is a possibility that the problem
Hi Jim, thank you for adding the extra information.
The configs for the noble (24.04) and jammy (22.04) kernels both have
the same PPS options enabled, and the pps_ldisc module is being loaded
on your machine, which appears to be the correct driver to use.
Two things I can thin k to suggest are
