I can open a separate bug if desired but in addition to enabling PHC
usage, any version v2.8.0+ also enables conntrack_allowance_available
metrics which allows users to monitor usage and become aware of issues
prior to dropping packets.

Correction: that's device version 0.10 on both; the Ubuntu driver does
not indicate a version, but clearly doesn't support the phc_enable
directive which is supported on v2.13.2g.

Sorry for the delay circling back to this. I can't see any evidence
that the ena driver has been updated on the latest images. Here's the
output from a test I did on t3a.micro instances in the ap-southeast-2
(Sydney) region.
