I have the same issue with an old DELL Dimension C521, after a little debugging I've found that the problematic component is the PCI, it booted using: pci=noacpi This system in particular doesn't has ACPI-based fan control so there isn't risk turning the acpi off. I'd followed: https://wiki.ubun
