it makes sense to chance any
Does the BIOS have anything related to autoboot? e.g. Wake of Lan. Try
to disable them in the BIOS may help.

Thanks for your suggestions. I tried them all for 4.10.0-35-generic and
4.14.0-rc2 without any change to the issues. I noticed that the shutdown
(until the power LED turns off) is very quick (1 to 2 seconds). The
delay between shutdown and the unwanted reboot is about 3 seconds.

reboot=force
