I can confirm the issue with freshly installed Ubuntu Server 18.04.

* LTS Release users will think ubuntu is slower than windows

* activate bootchart, reboot and take a look in /var/lob/bootchart:
about 45 sec. is normal / about 90 sec.
Yes. I only upgrade to long term support release on productive machine.

Hello Christopher M. Penalver, I tested it with the latest development
release. System was up in about 45 seconds.
The 12.04 installation needs about 90 seconds to boot up (look at
bootchart in the attachment for details).
If there is something I can test. Only ask ;-)
