The bug seems to be fixed, however I am having massive upload speed
issues with said wifi hardware. With the same hardware under Windows,
the problem does not occur. Maybe someone can help me to investigate the
problem further. I have summarized the question here:

I can confirm the exact behaviour on Ubuntu 18.04. I use a FRITZ!WLAN
USB Stick AC 860 with a Ralink mt7662u Chipset.
