This problem is solved! After reporting bug upstream, the determined hint came from Laurent Pinchart. I have tested webcam with setting the UVC_QUIRK_PROBE_DEF quirk. With them webcam works proberly. Laurent will update the uvcvideo quirks table to set UVC_QUIRK_PROBE_DEF by default for this we
