I did not have a 224c machine I could re-imaage with new ubuntu or
upgrade the kernel. So I did that on a 112c machine.
The results are the same.
On a machine that has turbo freq upto 3.8ghz, the Freq gets capped at
3.2ghz always.
Starting sysbench CPU load on core 0 for 30 seconds...

1. We have always had this issue with 22.04 versions
2. We are in the process of upgrading the kernel to HWE enabled 6.8 train and
see.
But in the mean time, would you happen to have any idea on what might be
leading to this kind of capping ?

The screen flickers on tilting the lid especially on boot-up. The
resolution seems to be fine otherwise.
I have tried changing the compiz settings, downgrading my nvidia drivers
to current and other solutions on the interwebs, but to no avail.
