You are probably using the new intel p_state governor rather than CPU freq, as that is the default for newer kernels. See: http://ubuntuforums.org/showthread.php?t=2179879 The official ubuntu kernels have the new governor disabled, but the mainline ones you are running from http://kernel.ubuntu.
