I've figured that out.
E: /usr/share/initramfs-tools/hooks/console_setup failed with return 2.
This script failed during update-initrams because it is callind
/etc/init.d/console-cyrillic, which was modified by me and failed. These
failures prevented new initrd being built. Not a bug, just me.

Seems to be a bug. Even after clean reinstallation of 3.8.0-35 kernel
packages initrd is still missing.
$ ls -l /boot/initrd.img*
-rw-r--r-- 1 root root 16053269 нояб. 17 22:47 /boot/initrd.img-3.8.0-34-generic

I've figured out that purging all *-35 files helps. You can then
reinstall them cleanly. Probably not a bug, just local issue.

Can't tell exactly what had happened. For some reason I happen to have
no initrd after kernel upgrade, so booting with 3.8.0-35 ends with
kernel panic. I've booted with 3.8.0-34 and tried to reinstall -35
image. Aptitude fails with
Running depmod.
