I somehow traced it to a
plymouth --ping
never returning. That command is invoked in
/lib/lsb/init-functions.d/99-plymouth
I killed the plymouthd daemon and the upgrade script finished normally.

I have the same problem, while doing a regular upgrade the process
freezes while running dkms on the linux-headers-4.13.0-17 and linux-
image-extra-4.13.0-17-generic.
