I found that when I switched the "Keyboard model" under the Hardware tab
in Input Devices in System Settings to "Lenovo (previously IBM) | IBM
ThinkPad z60m/z60t/z61m/z61t" and clicking Apply, this issue goes away.
Sometimes the input is a bit laggy, but it's better than stuck and
repeating!

I have two Lenovo P50 ThinkPad machines, only one of which had this
issue (even after making the BIOS and Kernel on both exactly the same).

The fix in EDK II is enough to solve the reported problem.
It might still make sense to change QEMU upstream but that is beyond the
