It might be a subtle regression in the kernel then, in how it handles
VGA negotiation. But if you have the option of DisplayPort/HDMI then I
wouldn't spend time trying to figure out what might have regressed in
the kernel for VGA.

I think comment #17 was on the right track. fbcon=map:1 should work in
theory if the Nvidia kernel driver has framebuffer support. Make sure

This seems to do the trick using the following Netplan config as a
testcase.
All 3 interfaces (tun[0-2]) are correctly created with their local &
remote properties set:
