I had tried quite a few reboots but the problem didn't (appear to) go

Taking a look at the linked bug (I forgot to mention that plymouth
failed to start as well):
I blacklisted hyperv_fb and explicitly load hyperv_drm in /etc/modules
I also added hyperv_drm into /etc/initramfs-tools/modules.
This fixed both plymouth and the login screen came back as well.
