With the rtl8723bu wireless adapter, if the wifi is turned off and then turned
on again, the system can't connect to a wireless network until the system is
rebooted.
The issue is not upstream. With mainline kernel and in other distros,
everything works fine.

here, but isn't a moot point that booting on the first boot is the de
facto way things should work?
I have added these parameters and by way of luck the issue happened soon
after rebooting. I attached the last 16MB of syslog (as the whole thing
was several GB by this point).
I also had some luck with hooking it to my powered USB 3.0 hub instead
of the 2.0 port on my motherboard, however I didn't
forgot to add, after the issue occurred, I unplugged and replugged the
usb audio interface and as expected it did not power back on. This
should be contained within the log output I attached in the last
comment.

I have the same problem. I am using a Dell Optiplex 3070 mini PC
attached to an 55 inch LG TV over HDMI. There wasn't a problem on 19.10,
but I started not seeing my HDMI output on sound settings after the
update.

I assume you mean output from hid-recorder - I'll attach the 4 files one
