Title:
Implement RAPL control via Processor device MM
It looks like there have been some changes in this area of the Linux
kernel sometime around July, so I tried updating to the 5.4.0-rc2
upstream kernel today. This updated kernel appears to fix the issue
I've been having. I'll run with the 5.4.0-rc2 kernel for now.
Hopefully the update that fixed

Changing to gzip is bad. 19.10 switched over to lz4 because it's way
faster decompressing, which makes for faster boots!

ThinkPad T580, trying to fix random secondary mouse button click events
