I confirm that this behaviour can only be reproduced in 'uu' context and
only in 'shutdown mode'.
I can also confirm that the upgrade process is now OK in Bionic with
your test package :

I'm specifically using Proxmox, which uses Ubuntu for upstream kernel -
currently at 4.15.18, and I see the same symptoms.

Hello,
just a quick update: using Kernel version 4.15.0-39-generic I was able to
connect to wifi, but after switching on and off some times the Wifi...so the
problem is partially solved, but there is still something not working fine.

We also need these commits: (before the remaining ones)
20c922f04b17 KVM: s390: reset crypto attributes for all vcpus
to make the KVM commits apply cleanly. (the first one has a simple merge
