I have also seen this in 16.04.2, with the same symptoms as the OP.
Restarting the service (sudo systemctl restart hv-kvp-daemon.service)
seems to have fixed this problem across reboots.

differently; both the standard and the upstart versions consistently
freeze *after* login.
I always get enough time to enter the password and clear the initial
login screen, but then it freezes in seconds.

I just upgraded from 14.04 to 16.04 4.4.0-64-generic
At first the modprobe zfs seemed to work if done manually after boot.
Once I removed zfsutils-linux, and re-installed it would no longer work.
I tried multiple variations of removing and re-adding ZFS, and did purge all
old ZFS versions from T

prior kernel version where you were not having this particular problem?

This looks a lot like the problem in LP #1662673, but that fix is
supposed to be in kernel 4.4.0-65-generic. Might be worth confirming
though. Or perhaps confirming that the fix actually works on the Z
architecture (depends on how the architecture/compiler handles 'bool').

In mid 2016 I tested 4.8 kernels on that machine and they did not boot. (and
same errors apply to current situation)

because it looks like it's more z/OS and IP v6 related:
