Problem solved.
Tried adding acpi_backlight=vendor to boot parameter. Did not work
So I tried the recommendation for Intel HD Graphic Controllers.
Created the file /usr/share/X11/xorg.conf.d/80-backlight.conf with below
contents as recommended.

Accepted libvirt into precise-proposed. The package will build now and
be available at
http://launchpad.net/ubuntu/+source/libvirt/0.9.8-2ubuntu17.19 in a few
hours, and then in the -proposed repository.

I installed Ubuntu 14.04 server on one of these HP Compaq dc7700 Small
Form Factor PC machines.
After the first boot (after install), the command prompt constantly gets
