Right now devel/py-sip is at 4.16.7 in area51, as far as I can see.
As I'm trying to update emulators/gns3, I'd like to have it at 4.16.8,
if possible. What type of patch/check does it take to update it ?

In February, multimedia/dragon was added as part of the KDE 4.9.5 tree.
At that time, devel/dragon, a scanner/parser generator was already
in the tree since approx. 2.5 years.
I have no idea how package naming collissions are resolved, but
is there any requirement to have a uniq package name
