that some QT ports not depends on the qt5-l10n. And the translation in
devel/creator on windows and linux are complete. I can't found any website
or github for qt5-l10n. Where is the official repository for qt5-l10n?

The port is being built from the 'translations' distfile [1] or rather the
kde-patch one [2] created from [3].
You can just install the translation package manually by doing 'pkg install
qt5-l10n'.
