Uses/kde.mk: Remove the kcron, ksystemlog and kuser USE_KDE components.
These are only used by a single port (sysutils/kdeadmin), so it is not worth
keeping those in Uses/kde.mk.
Additionally, this also simplifies kdeadmin's Makefile a bit.

Make the KDE_BUILD_TESTS less generic, as KDE5_BUILD_TESTS does not
exist. Instead, only set KDE4_BUILD_TESTS when using kde:4.
