PYQT: Only extract dbus/ for py-qt4-dbussupport.
Instead of using a sed hack to ignore the DBus detection on all PyQt4 ports
except for py-qt4-dbussuport, just use the fact that configure-ng.py's
check_dbus() exits early if the dbus/ directory is not present.

We already use configure-ng.py and have DESTDIRNAME set in bsd.pyqt.mk, but
only for ports part of PyQt itself, which is not the case for
py-qt4-qscintilla, which is part of qscintilla2.

PyQt4: Update to 4.11, switch to configure-ng.
The py-sip update has made this update necessary, as building PyQt 4.10 with
both configure.py and configure-ng.py failed with it, and the build is still
broken with configure.py in 4.11. I hear it will be fixed in 4.11.1,
