qt4-phonon, qt4-phonon-gst: Reword the check from r7237 a little.
It makes more sense to just define WITH_QT_PHONON if PACKAGE_BUILDING
is set, otherwise !.defined(WITH_QT_PHONON) &&
defined(PACKAGE_BUILDING) in qt4-phonon-gst will end up pulling
phonon, not qt4-phonon.
