I just installed Arch ARM in a new VM, using UTM (technically QEMU), same
result as in Parallels. Cannot move windows past the left or top of the screen.
This was before doing any changes to my DE.

It gets even more awkward when you hide window decorations for fullscreen apps
and use something like the Active Window Control applet. You just can't easily
close the window with your mouse.

@dofficialgman which version of Plasma / KDE are you using? I'm on Arch /
aarch64, and this issue seems to be fixed on 6.0 / 6.1. Tested on both X11 and
Wayland.

So I've used Arch, Debian, and Fedora, all have this issue. The common thread
between them is that they're running on aarch64
