Actually, it seems that the setting still exists, it's just hidden: add
IgnoreSelection=false to ~/.config/klipperrc and it restores the old behavior.

Actually I was wrong, Konsole scrolls through more than one tab at a time
regardless of whether I'm in X11 or Wayland, and the same is true of other KDE
applications like Kate and Dolphin.

Thanks. I patched the Debian kwin package with that commit, and scrolling works
normally in the Wayland session. However, I still get too many scroll events
when using X11 in KDE applications such as Konsole and Dolphin

Actually, I just realized that there is an option to disable peripheral battery
notifications. This solves my issue. However, maybe upower's "should be
ignored" should be taken into account by defaul
