I found the culprit to be the setting "While asleep, hibernate after a period
of inactivity." Is there a way to enable suspend-to-hibernate?

Forgot to mention, yes, disabling suspend-then-hibernate in Powerdevil does not
freeze the laptop.

No, I remember for sure I had it working before. The laptop would wake up after
a while to hibernate. It looks like an issue with systemd and closed source
Nvidia drivers that was introduced last year.
