Note that repeatedly muting/unmuting without the Plasma PA widget open works

If it is intentional, then I propose that this behavior be changed to be more

Did the session start at 120fps and you turned it down to 100? That's one of
the bugs I am experiencing, where Chrome seems to use the refresh rate value
that was set at the beginning of the X session.
