Yes, adding German as a fallback language works after restarting Krita.
A few strings (including the Application menu in macOS) are still English, but
this might have other reasons.

I investigated a bit and a look at the console output gave me some insights.
On opening the File/Open dialog, a long list of file format messages is printed
out, among them:

Indeed... Google made a JPEG file with the extension .raw out of it. Sorry for
the inconvenience, I didn't know that before.

Well, here is one ;-)
I'm used to image editing with both free and proprietary professional tools. In
case I don't know an answer out of the blue I knew where to look. And I speak
German and English.
