When I disable my upper monitor the panel floats but now I can drag windows
against it and below it and it won't defloat.

I've realised that vivaldi is also affected. When selecting a folder to
download a file it was taking about 20 secs to switch folders but vivaldi
itself did not freeze.

I have applied the patch at

to kde-frameworks 5.85 and 5.87 and can report the issue is resolved.
