Is there any more information I could provide that would help with fixing this
issue? Also, I noticed Painting blocks for vertical retrace is set to no like
for the other guy that had this same issue.

Tested those patches on top of 5.16 with and without exporting that flag, still
running at a solid 60, support info seems to report refresh rate as 0 for some
reason.

Also, window transitions are smoother with KWIN_USE_INTEL_SWAP_EVENT set to 0.
