The issue is still present in 5.21.4 with 3, 4 or 5 desktops and no matter if
wrap around is turned on or off.

I have a current KUbuntu 21.10. I just added a new user for testing purposes
with default settings. Then added 4 desktops in a row. It does not switch
desktops when scrolling with the mouse wheel. Turning from

I stopped using activities a while ago.
Thus, I just added an activity for testing purposes right now and tried to
reproduce the issue.
I cannot observe the issue in KDE Plasma 5.16.5 with KDE Frameworks

Additional information:
Changing the background image after that does not survive changing activities.
Switching to one activity and then back shows the stock KDE background image
again.
