Looking at the callstack a bit more, this might have happened after logging in,

With `pipewire-pulse` installed: bug repros
With `pulseaudio` installed: bug does not repro.
It is odd to me that the system tray works correctly regardless. Perhaps the
popup widget can use the same code?

Okay, yes this requires launching a steam game fullscreen first. From that
point onwards, the glitching exists until reboot.

Workaround: Set the panel to always be opaque, instead of adaptive or
translucent. (My guess is this has something to do with the blending)
