Ubuntu has DK 7.8.0 packaged as a snap so I installed that.
This bug does not appear on DK 7.8.0 when it's packaged as a snap. I can login

Yes, I agree with that. Grouping Plasmoids is available as widget for desktop
and System Tray is for panel. So these elements are not necessary in Add Panel.
